Joseph Sean McVey told officers he wanted to see the president.

Authorities said they stopped McVey Sunday afternoon after he was spotted carrying a gun. He had just gotten out of his car, which was parked in a rental return bay near a gate that leads onto the runway. Air Force One was reportedly taxiing when McVey was apprehended.

Joseph Sean McVey, 23, was charged after authorities spotted him with a gun in a North Carolina airport parking lot as Air Force One was departing Sunday.

“They searched him and it looked like he had an empty pistol holster on his side, and I think I heard one of [the officers say] he had had a gun,” Max Henkel, a resident who was at the airport to see Obama’s departure, told the newspaper. “When I realized what was going on, I was flabbergasted.”

Police and the Secret Service questioned McVey and removed his Springfield XD 40 handgun, Airport Police Capt. Kevan Smith said.

McVey, 23, of Coshocton, Ohio, was charged with going armed in terror of the public, a misdemeanor. However, investigators have yet to determine whether he was attempting to target the president.

McVey is being held at Buncombe County jail on $100,000 bond. An official at Asheville court told reporters that McVey would appear before a judge today.

Security had been boosted at Asheville as Obama was flying out of the airport after a brief vacation in the state. Police emphasized that the president had never been in any danger.

Smith told the AP that when McVey was arrested, he had been listening in to local law enforcement agencies via a handheld scanner and radio.

On being asked for identification, McVey handed over an Ohio driver’s license, but a computer check showed the number was invalid, authorities said.

When an officer asked him why he was at the airport, McVey said that he had heard the president was in town and wanted to see him, according to investigators.

Officers found that McVey’s car had been equipped to resemble a police vehicle. However, Smith added, McVey did not work in law enforcement.

The vehicle’s front and rear dash were fitted with clear LED police-style strobe lights, and a digital camera was mounted near the front window. Four large antennas were also attached to the trunk, and a working siren box was located under the steering wheel.

Formulas for rifle scopes were also found on a sticky note in his car’s cup holder, authorities said. Police have yet to elaborate on what the formulas might mean.

It wasn’t a state dinner, and they didn’t crash it on purpose. Still, it left the White House once again explaining how people who were not on an event guest list wound up being ushered into the presidential mansion and meeting the Obamas anyway.

The improbable adventure of Harvey and Paula Darden, Obama supporters from Hogansville, Ga., took place on Veterans Day, two weeks before Virginia socialites Tareq and Michaele Salahi infamously crashed the Obamas’ state dinner for the prime minister of India.

The Dardens mistakenly showed up a day early for a tour scheduled through their congressman.

The White House and Secret Service both said the Dardens went through the appropriate security screenings and were allowed into the breakfast as a courtesy because there were no public tours the day they arrived.

That explanation was news to Harvey Darden, 67, a retired pharmacist, who said he and his wife never were told about the breakfast. They thought they were simply starting their tour until they were ushered into the East Room, offered a buffet spread and told they’d be meeting the president.

“The further we got into the White House, the more surprised we were,” Darden told The Associated Press in a telephone interview. “My wife looked at me and I looked at her, and I said, ‘You know, I don’t know if we’re in the right place.’”

They approached a White House aide with their concern that they had veered off course but were told to “just go with the flow,” Darden said.

“I felt kind of funny because I was the only man in the room that wasn’t dressed in a coat and tie,” he added. “I was just a plain tourist.”

Secret Service spokesman Ed Donovan said agents performed the same screening procedures on the Dardens that were used for other breakfast guests: They checked the Dardens’ names and did a criminal background check — steps that were not taken for the Salahis at the Nov. 24 state dinner.

Because the Dardens were able to pass Secret Service vetting, they were allowed to attend the breakfast for veterans as a “nice gesture,” White House spokesman Nick Shapiro said. He added that it’s not unusual for White House staff to take people who are cleared in for tours to other events if there is space, including Marine One arrivals, East Room events and Rose Garden ceremonies.

Shapiro said the White House Office of Public Engagement, which Obama created to engage citizens in White House activities, was responsible for clearing in the Dardens, as well as the other breakfast guests. The social office handled admittance to the Indian state dinner.

On the morning the Dardens showed up, security officials working from a list of names began letting people inside. When the Dardens reached the checkpoint, they said they were told their names weren’t on the list and were asked to present photo identifications and other information.

After waiting for agents to check their information, they were allowed in and directed into the East Room, where about 200 people were gathered for the breakfast.

The Dardens approached an aide who was mingling with guests.

“I told him, ‘I don’t think this is part of the White House tour,’” Darden said. “He said, ‘No it’s not. It’s an invitation event for veterans.’”

The official, whose name and title Darden didn’t remember, asked whether Darden was a veteran. Darden told him he was a Navy veteran, and the aide suggested he stay, Darden said.

So the Dardens served themselves at the buffet, and took their seats. Shortly thereafter, Barack and Michelle Obama arrived and began talking and getting photographs with guests at each table. Vice President Joe Biden and his wife, Jill, also stopped by.

Darden said it was “quite a treat” to meet the Obamas and the Bidens. But he remains puzzled about how he was escorted into a private breakfast — and he grew a little anxious after the Salahi episode exploded in the news.

The couple’s only regret, Darden said, is that they haven’t received a copy of that picture taken with the Obamas.

On Thursday, May 14, 2009 I was notified that my Dodge franchise, that we purchased, will be taken away from my family on June 9, 2009 without compensation and given to another dealer at no cost to them. My new vehicle inventory consists of 125 vehicles with a financed balance of 3 million dollars. This inventory becomes impossible to sell with no factory incentives beyond June 9, 2009. Without the Dodge franchise we can no longer sell a new Dodge as “new,” nor will we be able to do any warranty service work. Additionally, my Dodge parts inventory, (approximately $300,000.) is virtually worthless without the ability to perform warranty service. There is no offer from Chrysler to buy back the vehicles or parts inventory.

Our facility was recently totally renovated at Chrysler’s insistence, incurring a multi-million dollar debt in the form of a mortgage at Sun Trust Bank.

Killefer, who failed for a year and a half to pay employment taxes on household help, withdrew her candidacy to be the first chief performance officer for the federal government on Tuesday.

Killefer was the second major Obama administration nominee to withdraw and the third to have tax problems complicate nominations after President Barack Obama announced he had chosen them.

In a brief letter to Obama, the 55-year-old executive with consulting giant McKinsey & Co. wrote that she had “come to realize in the current environment that my personal tax issue of D.C. unemployment tax could be used to create exactly the kind of distraction and delay” that must be avoided in responding to urgent economic problems.

She offered no further details of her tax difficulties.

Obama took no questions Tuesday after announcing his choice of Sen. Judd Gregg to be commerce secretary. He left the White House lectern ignoring a shouted question about why so many of his nominees have tax problems.

When Killefer’s selection was announced by Obama on Jan. 7, The Associated Press disclosed that in 2005 the District of Columbia government had filed a $946.69 tax lien on her home for failure to pay unemployment compensation tax on household help. Since then, administration officials have refused to answer questions about the tax error, which she resolved five months after the lien was filed.

Obama’s first choice for commerce secretary, New Mexico Gov. Bill Richardson, took his name out of consideration when his confirmation appeared headed toward complications because of a grand jury investigation over how state contracts were issued to political donors.

More recently, Timothy Geithner was confirmed as treasury secretary despite belatedly paying $34,000 in income taxes, and Tom Daschle is still waiting to see if his late payment of more than $128,000 in income taxes will harm his nomination to be health and human services secretary.

On paper, Killefer brought impressive credentials to the two jobs Obama selected her for: deputy director for management at the Office of Management and Budget, which requires Senate confirmation, and a new White House post, chief performance officer for the entire federal government, which does not require confirmation.

Killefer oversees McKinsey’s management consulting for government clients. During 1997-2000 in the Clinton administration, she was assistant treasury secretary for management. As such she was the chief financial officer and chief operating officer for the Treasury Department and its 160,000 employees, and she led a modernization of its largest component, the Internal Revenue Service.

The AP reported that on March 7, 2005, the D.C. Department of Employment Services slapped a tax lien on her home in the upscale Wesley Heights neighborhood. The local government alleged that beginning three years after she left the high-powered Treasury post she failed to pay unemployment compensation tax for a household employee. She failed to make the required quarterly payments for a year and half, the D.C. government said, whereupon a lien for $946.69 was placed on her home.

That sum included $298 in unpaid taxes, $48.69 in interest and $600 in penalties. Killefer didn’t get the lien extinguished for almost five months, until July 29, 2005.

During that period, Killefer and her husband, an economics professor, had two nannies to help care for their teenage son and daughter, and she had a personal assistant to run things when she was on the road, she told Harvard business students back then.

Ignoring payroll taxes on household help has sunk nominees before. Failure to pay Social Security taxes for a nanny and chauffeur kept corporate lawyer Zoe Baird from becoming President Bill Clinton’s attorney general in 1993. Similar problems either blocked or bedeviled other nominees. Still others overcame them, including Shirley S. Chater, the university president who was confirmed to head the Social Security Administration under Clinton despite failing to pay Social Security taxes for a part-time baby sitter.

Bobby Tucker, chief of D.C.’s unemployment insurance tax division, said filing tax liens is “not a common practice” for his office. D.C. law authorizes such liens when an employer “neglects and refuses” to pay the levy that helps pay for unemployment benefits for those laid off or fired. Tucker said his auditors have discretion to use tax liens based on “the number of attempts to collect contributions owed, whether or not the employer responds to written attempts, phone calls and-or in-person visits” to collect the tax.

Tucker said, however, that his department’s lawyers would not let him discuss the specifics of Killefer’s case.

White House spokesman Tommy Vietor said simply on Tuesday, “Nancy Killefer has decided to withdraw her nomination, and we accepted her withdrawal. Since acknowledging Killefer’s unemployment tax error on Jan. 7, Vietor had declined to amplify or answer followup questions, saying he couldn’t respond because she was still completing the Obama transition team’s questionnaire for nominees.

Her nomination was never formally sent to Congress. And Killefer herself did not respond to messages left for her.
